The project is a consultancy service provided by an external party aimed at providing the management of the Bulgarian Ports Infrastructure Company with highly qualified and specific consultancy support for the preparation and implementation of an investment project and to support the effective and efficient planning and implementation by the Bulgarian Ports Infrastructure Company of an investment project "Construction of a multimodal transport platform in the Port of Ruse and improvement of its connections with the hinterland" under the Transport Connectivity Programme 2021-2027.

Development of a multimodal transport platform in Port of Ruse and improvement of its connection with the hinterland“ under the Transport Connectivity Programme (TCP) 2021-2027.

The project aims at analysing the existing opportunities for the development of specialised transhipment points for combined transport in the Port of Ruse. The object of the study will be two state-owned terminals - Ruse-East and Ruse-West. These terminals have been selected due to their cargo handling capacity and available space for the required activities. Potential sites close to existing rail lines within the port terminals will be investigated and one or more options will be identified to build the most efficient option(s).

Main Objective: to provide the necessary technical assistance for the implementation of an investment project for the development of a multimodal transport platform in Port of Ruse and improvement of its connection with the hinterland, which will support the Bulgarian Ports Infrastructure Company as the beneficiary in the preparation of the investment project for the next programming period.

Specific objectives:

  • Preparation of a feasibility study and analyses related to the project implementation in the next programming period 2021-2027;
  • Preparation of a comprehensive package of documents for the implementation of the investment project for the next programming period 2021-2027.

Expected outcome: Provision of highly qualified and specific consultancy support for the preparation of an investment project for the development of a multimodal transport platform in Port of Ruse and improvement of its connection with the hinterland.

 

The project incorporates the following activities:

ACTIVITY 1: Preparation of a feasibility study for the implementation of the project “Development of a multimodal transport platform in Port of Ruse and improvement of its connection with the hinterland“;

ACTIVITY 2: Preparation of a Cost-Benefit Analysis (CBA)/Project Socio-Economic Effectiveness Analysis/Cost-Effectiveness Analysis or other similar tool applicable for the period 2021-2027;

ACTIVITY 3: Preparation of documents related to environmental procedures, in particular for activities concerning the implementation of preventive environmental mechanisms (EIA), to the extent applicable;         

ACTIVITY 4: Preparation of the TCP 2021-2027 application form and complete public procurement package for appointing the design/engineering contractor for the Port of Ruse;

ACTIVITY 5:  Project management.
