We hereby inform you that the Council of Ministers, at its meeting, adopted Decree No. 254 on amending and supplementing the Tariff for port fees collected by the State Enterprise “Port Infrastructure”.
The Council of Ministers’ decree on the adoption of the amendment and supplement to the tariff was published in issue 72/29.08.2014 of the State Gazette and on the official website of the State Enterprise “Port Infrastructure” at: www.bgports.bg. The changes shall enter into force as of 00:00 on 02.09.2014 and relate to ship visits to Bulgarian sea and river ports.
For the most part, the changes comply with the requirements of Article 103v of the Law on Maritime Spaces, Inland Waterways and Ports of the Republic of Bulgaria and Directive 2000/59/EC of the European Parliament of 27 November 2000 on port reception facilities for ship-generated waste and cargo residues.
A new fee has been added for the reception and treatment of waste resulting from shipping activities, the latter related to the legal requirement to provide port reception facilities for sewage, in accordance with the requirements of Annex IV of Marpol 73/78.
Territorial scope of the newly introduced fee and provided port reception facilities – Port for public transport of national importance Varna and Port for public transport of national importance Burgas.
Suitable port reception facilities, harmonized with and fully compliant with the regulatory requirements, will be provided by “Maintenance of the Purity of Sea Waters” AD. Applications for the transfer of waste under Annex IV shall be submitted in the same established procedure as for Annexes I and V, to the on-duty dispatcher of “Maintenance of the Purity of Sea Waters” AD.
