The State Enterprise “Port Infrastructure” (SEPI) announces a public procurement under Article 14, paragraph 4, item 2 of the Public Procurement Act with the subject: “Comprehensive service maintenance of an automatic monitoring system for information service and accumulation of databases for assessing the ecological state of key physicochemical parameters of the environment in the area of Port Burgas”.

Brief description:
The current order aims to select a Contractor to provide maintenance and comprehensive service of an automatic monitoring system for information service and accumulation of a database for assessing the ecological state of key physicochemical parameters of the environment in the area of Port Burgas, established under the Ecoport 8 Project.
The service for comprehensive maintenance and support of the automatic monitoring system includes:
1. All preventive and corrective maintenance activities, as outlined in the methodology of the system’s manufacturer, adhering to the specified minimum frequency, as indicated in Appendix No. 1a of this documentation.
2. Collection and accumulation of monitoring data in the information system, with the preparation of a summary of the average daily values of the indicators at the end of each month / the first ten days of the following month, and their submission to the created site of the Contracting Authority for information dissemination.
3. Provision of a remote workstation at the service company for remote monitoring of the system and working with the application software.
4. Provision of necessary chemical substances and reagents for chemical analysis and calibration of the instruments for the duration of the service, as indicated in Appendix No. 1b. The preparation of reagents and chemical solutions for station operation must be carried out in an accredited laboratory according to BDS EN ISO/IEC 17025 “General requirements for the competence of testing and calibration laboratories” or equivalent.
5. Review and processing of daily monitoring data in tabular and graphical form for the presentational value of monthly reports when presented in the public domain.
6. Conducting a one-time annual calibration procedure for the Unitec ETL ONE multi-component air quality monitor, including thick-film sensors for monitoring gases and PM10 fine particulate matter at the equipment manufacturer’s company, according to the service documentation of the apparatus.
7. Ensuring power stabilization for the sustainable operation of the automatic monitoring system, including the construction of a panel with uninterruptible power supply.
The deadline for submitting offers is until 5:30 PM on 09.01.2015.
Participation in the order is open to any Bulgarian and foreign natural and legal persons, as well as their associations, who meet the conditions specified in the Public Procurement Act and the announced requirements of the contracting authority.
The opening of the offers is public, and participants or their authorized representatives, as well as representatives of the media and other persons, may attend, subject to the established access regime to the contracting authority’s building.
The offers will be opened by a commission appointed by the contracting authority at the headquarters of SE “Port Infrastructure”, Sofia 1574, Shipchenski Prohod Blvd. No. 69, 4th floor, meeting room, on 12.01.2015, at 11:00 AM.
