State Enterprise “Port Infrastructure” – Head Office announces a public procurement under Article 14, Paragraph 4, Item 1 in connection with Chapter VIII‘a’ of the Public Procurement Act, with subject: “Repair and expansion of the warm connection between the high and low sections of the Administrative building at 69 Shipchenski Prohod Blvd., Sofia”.

Brief description:
The administrative building is located in Sofia, Slatina municipality, 69 Shipchenski Prohod Blvd. The warm connection (WC) is a single-story structure that connects the two (north and south) wings of the administrative building. The north wing consists of two single-story buildings, while the south wing is a 9-story building – ground floor and eight above-ground floors. The WC not only connects the wings but also provides access to the office spaces of SE “Port Infrastructure” (SEPI) and the Nuclear Regulatory Agency (NRA), which are located in the single-story buildings.
The WC was added subsequently, resulting in the retention of the light well that surrounds the building. The light well is covered with metal gratings and enclosed by a railing, which significantly reduces the corridor width and impedes staff movement. The walls and ceiling are finished with lime-cement plaster, which is heavily worn and soiled, with no record of any refreshing repairs ever being made. Additionally, building employees used the warm connection as a smoking area during winter. This was possible due to the poor condition of the metal frames enclosing the WC from the courtyard side, which provided natural ventilation. The floor of the passable part of the warm connection is covered with terracotta tiles, with some tiles being broken or missing entirely. The WC has no electric lighting, with illumination provided solely by natural light.
The repair work is necessary given that the WC is in extremely poor condition. It is also necessary to find a suitable solution for closing the existing light well (structure, connection with other floor, etc.).
For this purpose, in 2014, the development of a technical project for repair and expansion of the warm connection was commissioned, creating a comfortable recreation area (“Winter Garden”) for employees during winter months. The “Winter Garden” includes ventilation that meets regulatory requirements. Appropriate form and dimensions have also been selected to integrate the “Winter Garden” into the surrounding space. Suitable construction materials have been chosen to achieve harmony with the interior and exterior of the buildings connected by the warm connection. The necessary electrical installation, including lighting, has been planned.
The estimated value of the procurement is BGN 66,000.00, excluding VAT. The implementation period cannot exceed 60 days.
The deadline for submitting offers is 5:30 PM on February 16, 2015.
The opening of the offers is public, and participants or their authorized representatives, as well as representatives of the media and other persons, may attend, subject to the established access regime to the contracting authority’s building.
The offers will be opened by a commission appointed by the contracting authority at the Head Office of SE “Port Infrastructure”, located at: Sofia, 69 Shipchenski Prohod Blvd., 4th floor, on February 17, 2015, at 11:00 AM.
