State Enterprise ‘Port Infrastructure’ (SEPI) announces a public procurement procedure under Article 14, paragraph 3, item 2 of the Public Procurement Act (PPA) for: “Provision of communication services for the needs of State Enterprise ‘Port Infrastructure'”.
The procedure was opened with Decision No. RD-10-1/2015-01-20 by the Director General of SEPI, published in the Public Procurement Register under No. 643607/2015-01-20, and Announcement No. 643609/2015-01-20 was published.

Brief description:
The subject of this public procurement is the provision of communication services for the needs of State Enterprise ‘Port Infrastructure’, as follows:
- 1. Provision of electronic communication services via public mobile networks according to GSM and UMTS standards:
1.1. Mobile telephony service;
1.2. Mobile Internet service;
- 2. Provision of fixed voice services:
2.1. Fixed telephony service – city numbers;
2.2. Fixed telephony service – mobile numbers;
- 3. Fixed IP VPN service;
- 4. Fixed MAN Intercity service;
- 5. Fixed Internet access service;
- 6. Establishment of an internal high-speed communication line;
- 7. Establishment of two high-speed wireless communication lines;
- 8. Provision of GPS service for the management of the Contracting Authority’s fleet.
The full description of the technical characteristics and requirements for the services subject to the procurement are specified in the Technical Specification – Annex No. 2 to the tender documentation.
The term of performance of the contract is 24 (twenty-four) months from the conclusion of the performance contract.
The deadline for providing the services, subject to this public procurement, by connecting subscribers to a public telecommunication mobile cellular network according to GSM and UMTS standards, is up to 5 (five) days, starting from the date of signing a contract under this public procurement.
The deadline for activating and providing the Contracting Authority with the initially requested number of SIM cards for the subscribers of the corporate group is up to 7 (seven) days, starting from the date of conclusion of the contract.
The deadline for providing mobile devices for the subscribers of the corporate group is up to 5 (five) working days after receiving a written request from the Contracting Authority.
Estimated value of the procurement: 370,000 (three hundred and seventy thousand) BGN, excluding VAT.
The deadline for submitting offers is by 5:30 PM on 2015-02-23.
Participation in the order is open to any Bulgarian and foreign natural and legal persons, as well as their associations, who meet the conditions specified in the Public Procurement Act and the announced requirements of the contracting authority.
The opening of the offers is public, and participants or their authorized representatives, as well as representatives of the media and other persons, may attend, subject to the established access regime to the contracting authority’s building.
The offers will be opened by a commission appointed by the Contracting Authority at the General Directorate of SE ‘Port Infrastructure’, Sofia 1574, Shipchenski Prohod Blvd. No. 69, 4th floor, meeting room, on 2015-02-24, at 11:00 AM.
