Electronic reporting on the Danube River in Bulgaria will be conducted entirely through the CEERIS system, which the State Enterprise “Port Infrastructure” (SEPI) is implementing as the sole platform for international and cabotage navigation. With the launch of the new system, effective from September 1, 2025, the current River Transport Electronic Document Exchange System (Single Window) will be discontinued. Until that date, the parallel operation of both platforms will continue.
CEERIS (www.ceeris.eu) aims to improve transport management efficiency and strengthen the competitiveness of inland waterways in Europe. By standardizing arrival and departure reporting documents at Danube river ports (DAVID forms) and their automatic submission to competent institutions, the system will significantly simplify the process for users.
CEERIS uses standardized cargo codes (UNECE Rec. 21), which allow for unambiguous identification of transported goods. The entered information must closely match the attached documents – type of goods, quantity, specific port terminal of departure and arrival, as well as loading and unloading terminal. This information facilitates the responsible institutions in organizing factual checks and collecting statistical data.
All participants in the process should prepare in a timely manner for the upcoming change by checking their registration and access settings to the resources they will need to fulfill their obligations.
Registration in the system is done independently by the user at www.ceeris.eu or through an invitation from the organization to which they belong.
