Status: Completed, Type: Service. The scope of the contract includes the organization and provision of 24-hour armed security and access control at the following sites of the Bulgarian Ports Infrastructure Company: Site No. 1: Radio Navigation Center “Kitka”, Varna Region – located on an area of 159 decares, with access provided via an asphalt road towards Kitka village and Ravno Pole village. The site is enclosed by a double fence of barbed wire and metal mesh. Within the site’s territory are located a checkpoint building, an administrative building, technical and storage buildings, and technical and antenna facilities. Site No. 2: Radio Navigation Center “Kichevo”, Varna Region – located on an area of 28 decares, with access provided via an asphalt road towards Kichevo village. The site is enclosed by a double metal mesh fence. Within the site’s territory are located a checkpoint building, an administrative building, technical and storage buildings, and technical and antenna facilities. Site No. 3: “Repair and Technical Base” in the Southern Industrial Zone of Varna – located on an area of 19 decares and enclosed by a metal fence. Within the site’s territory are located a checkpoint building, repair base buildings, storage facilities, and a berth for boats on the canal bank. Site No. 4: “Port Terminal ‘Vidin – South'” – part of a Port for Public Transport of National Significance – Vidin – located on an area of 47,887 decares, with the area being unfenced. Within the site’s territory are located a checkpoint building, buildings and facilities of public and private state-owned property. Access to the site is provided through a metal automated gate. Site No. 5: “Port Terminal ‘Ruse – West'” – part of a Port for Public Transport of National Significance – Ruse – includes an area of 29,294 sq.m – 1st section of the port terminal and an area of 87,804 sq.m – 2nd section of the port terminal, with the area being fenced. Within the site’s territory are located a checkpoint building, buildings and facilities of public state ownership. Type of security for each of the sites: Armed, 24-hour, with security activities including: – access control – carried out by the security personnel at the Checkpoint; – physical security of the buildings and technical facilities on the site – carried out by security guards through patrols; – monitoring of buildings and technical facilities and responding to crisis situations; – prevention of unauthorized entry of external persons into the site’s territory and encroachment on property and valuables on the site (theft, robbery, arson, terrorist act, etc.); – detention of external persons who have entered the site’s territory; – immediate notification of the Ministry of Interior authorities in case of an encroachment on the site. – number of security guards ensuring reliable security, safety, and protection of the site for 24 hours: for sites No. 1, No. 2, No. 4, and No. 5 with two security guards per shift; for site No. 3 with one security guard per shift. For checking the carrying of weapons, ammunition, and other metal objects that could be used to commit an act of unlawful interference, the participant must provide specialized security screening equipment at the entrances of the sites. At the sites, the Contracting Authority has established technical security measures, which the participant must utilize (where possible) and propose further development of the security systems if necessary. The participant shall organize security in compliance with the Labor Code’s regulatory requirements concerning working hours and adherence to daily and weekly rest periods for the proposed security team.
