The main objective of the investment initiative is to construct a modern, iconic building for a congress and scientific research center for Black Sea control and research, as outlined in the General Development Plan of Burgas. The plan aims to open the city towards the sea, relocate industrial activities, and restructure coastal industrial zones. It includes the possibility of creating a modern yacht port and a secondary urban service center by designating new areas for public services offering various amenities, establishing recreation and fishing zones, and providing spaces for children’s playgrounds, sports facilities, and public green areas. The site for the design and construction of this modern congress and scientific center is located within Regulated Land Plot VI in Quarter 1 of Burgas City Center, property identifier 07079.618.1019 according to the Cadastral Map of Burgas. The property is under the management of SE “Port Infrastructure” and is part of the Burgas-East port terminal. According to the current Detailed Development Plan, the regulated land plot is designated for “Public Services, landscaping, port infrastructure and traffic tower” with construction parameters: height up to 18.5 m (4 floors), building density up to 35%, Floor Area Ratio up to 1.0, and minimum landscaping of 40%. The area falls within the boundaries of Central Zone-7/C under the current General Development Plan of Burgas. The GDP was approved by Burgas Municipal Council Decision № 51-1/21.07.2011, published in State Gazette issue 71/13.09.2011. The scope of this public procurement includes: conceptual architectural design in three variants with a proposed structural construction system, development of a detailed design project for all components based on the selected conceptual architectural variant, and implementation of construction works for phase one (construction works including: Structures, Architecture, Geology, Geodesy, Water Supply and Sewerage, Electrical, Instrumentation and Control, HVAC, Fire Safety, Energy Efficiency, Landscaping and Site Development). The procurement excludes the supply and installation of movable furniture and the construction of a pedestrian bridge (overpass) connecting the building to the breakwater. The construction is classified as first category according to Art. 137, para. 1, item 1, letter l of the Spatial Development Act and Art. 2, para. 11 of Ordinance № 1/2003 on the nomenclature of construction types.
