Development and approval of a master plan for the public transport port of national significance Burgas, along with related preliminary (pre-investment) studies for development and design assignment in accordance with Ordinance No. 10 of 31.03.2014 on the scope, content, development, approval, and amendment of master plans for public transport ports.

The subject of this public procurement is: “Development and approval of a master plan for the public transport port of national significance Burgas, along with related preliminary /pre-investment/ studies for development and design assignment in accordance with Ordinance No. 10 of 31.03.2014 on the scope, content, development, approval, and amendment of master plans for public transport ports (published in State Gazette, issue 32 of 08.04.2014).” The public transport port of national significance Burgas includes: – Burgas East 1 port terminal for handling mainly general cargo – metals, timber, paper, food, scrap, machinery, etc. For operational reasons, bulk cargo such as coal, sugar, ammonium nitrate, and small batches of concentrates are often handled; – Burgas East 2 port terminal for handling all types of cargo – granted under concession in 2011; – Burgas West port terminal, specialized for handling large-tonnage ships carrying ferrous metals. At the “West” terminal, metals, grain, scrap, bulk cargo, and others are handled. The terminal operates container and ro-ro terminals, as well as the largest refrigerated warehouse in Bulgaria. The terminal is granted under concession along with the “Lozovo” storage base; – “Rosenets” port terminal – for handling oil, oil products, and other liquid hazardous cargo, granted under concession; and – Nessebar port terminal – for passenger service, granted under concession. For the territory of the public transport port of national significance Burgas, a Master Plan was developed in 1995-1996, approved by the Minister of Transport with Order No. RD-08-244/21.03.1997. The EIA report was approved by Decision No. 122 of 1995 by the Ministry of Environment and Water. The Master Plan of Burgas Port is planned for development until 2015. Over the years, Burgas Port has developed through the implementation of the Master Plan for development planned until 2015, which began with the construction of the eastern breakwater and Terminal 2A. In 2011, within the “Public Access Zone” project, new berths for passenger ships were formed at Burgas East 1 terminal, near the breakwater. The subject of this public procurement includes the execution of all activities necessary for the implementation of the process of developing, approving, and enforcing the master plans in accordance with Ordinance No. 10 of 31.03.2014 on the scope and content, development, approval, and amendment of master plans for public transport ports (Ordinance No. 10). For this purpose, the following activities should be carried out and the following developments should be made: Pre-investment study; Design assignment for the master plan; Master plan project. The execution of all activities should be guided by the principles of feasibility and sustainability of the project solutions. All implementation stages must allow for a smooth transition to the next phase of the project until its full realization with the enforcement of the order by the Minister of Transport, Information Technology and Communications, and the Minister of Regional Development and Public Works for the approval of the master plan. In view of the sequence of execution, the activities within the scope of the order are structured in five stages.
