Organization and implementation of round-the-clock armed security and ensuring access control in facilities of the Bulgarian Ports Infrastructure Company

Status: Completed, Type: Service. The subject of the order includes the organization and implementation of round-the-clock armed security and ensuring access control at the following sites of the Bulgarian Ports Infrastructure Company: Site No. 1: RPC “Kitka”, Varna Region – located on a territory of 159 decares, with access provided to it via an asphalt road in the direction of the villages of Kitka and Ravno Pole. The site is surrounded by a double fence of barbed wire and metal mesh. Located on the site are a checkpoint building, an administrative building, technical and storage buildings, technical and antenna facilities. Site No. 2: RPC “Kichevo”, Varna Region – located on a territory of 28 decares, with access provided to it via an asphalt road in the direction of the village of Kichevo. The site is surrounded by a double fence of metal mesh. Located on the site are a checkpoint building, an administrative building, technical and storage buildings, technical and antenna facilities. Site No. 3: “Repair and Technical Base” in the Southern Industrial Zone of Varna – located on a territory of 19 decares and is surrounded by a metal fence. Located on the site are a checkpoint building, repair base buildings, storage facilities, and a pier for boats on the canal bank. Site No. 4: Port Terminal “Petrol” – part of a port for public transport of national importance Varna, with an area of 16,423 sq. m. Located on the site with their respective elements are: Railway overpass; fence with mesh; office container; Pier Facility No. 1; Pier Facility No. 2; Pier Facility No. 3. Site No. 5: Port facility at Cape Shabla – a marine overpass with an island platform, 400 m long from Shabla lighthouse in an easterly direction into the Black Sea and located about 5 km east of Shabla, individualized according to a geodetic survey from 27.08.2012 with coordinates of the boundary points from No. 1 to No. 13. Site No. 6: Port Terminal “Ruse – West” – part of a port for public transport of national importance Ruse – includes a territory with an area of 29,294 sq.m – the 1st section of the port terminal and a territory with an area of 87,804 sq. m – the 2nd section of the port terminal, and the area is fenced. Located on the site are a checkpoint building, buildings and facilities of public state ownership. Site No. 7: Ferry Terminal Silistra – a territorially separate zone of a port for public transport of national importance Ruse, with an area of 65,097 sq. m., surrounded by a metal fence. Located on the site are 18 public state-owned buildings. Access to the site is through a checkpoint and an automated gate. The type of security for each of the sites is armed, round-the-clock, and the security activity includes: access control – carried out by the security at the checkpoint; physical security of the buildings and technical facilities on the site – carried out by the security guards through patrol; monitoring of buildings and technical facilities and responding to a crisis situation for sites No. 1, No. 2 and No. 7, including video surveillance for sites No. 3, No. 4, No. 5 and No. 6; preventing unauthorized entry into the site by external persons and encroachment on property and valuables on the site (theft, robbery, arson, terrorist act, etc.); detention of external persons who have penetrated the site; immediate notification of the bodies of the Ministry of Interior in case of an encroachment on the site; number of performers of a foot mobile security patrol – security guards providing reliable protection, safety and security of the site for 24 hours: for sites 1, 2 and 6 with two security guards per shift; for sites 3, 4, 5 and 7 with one security guard per shift.
