Additional dredging works for the project: “Rehabilitation to maintain the design depths of Channel 1 and Channel 2, Port of Varna”

State Enterprise “Port Infrastructure” (SEPI) is conducting a public procurement procedure through negotiation without notice under Art. 103, para. 2, item 7 of the Public Procurement Act with the subject: “Additional dredging works for the project: ‘Rehabilitation to maintain the design depths of Channel 1 and Channel 2, Port of Varna’.

The procedure was initiated with Decision № RD-10-3/06.02.2015 of the General Director of SEPI, which also approved the invitation to participate. The contractor under Contract № 55/15.12.2014, “CONSORTIUM ODESOS ENGINEERING” DZZD, has been invited to participate in the procedure.

Brief description:

This procurement is for the assignment of additional dredging works for the project: “Rehabilitation to maintain the design depths of Channel 1 and Channel 2, Port of Varna”.

Channel 1 connects the Black Sea with Varna Lake. It has a length of 3.8 km and is designed to be dredged to a level of -12.78 (BS) with a bottom width of 103 m in straight sections and 178 m in curved sections. Due to sediment processes and other silting factors, the current draft depth in the channel is restricted by order of the Port Captain. All communication routes crossing the channel are designed with future considerations and allow for unproblematic rehabilitation works to deepen the channel.

Channel 2 is located between Varna and Beloslav lakes, effectively reaching the port of Varna-West and representing the main part of the connection between the Black Sea and Varna-West port. The channel was constructed during the period 1976-78 by “Transstroy – Varna”. The channel parameters are as follows: total length 10,188 meters; width 106-130 meters, determined by navigation signs; depth 12.00 meters.

In accordance with the scope of activities defined by Art. 115m of the Maritime Spaces, Inland Waterways and Ports of the Republic of Bulgaria Act for the State Enterprise “Port Infrastructure” to ensure access to ports of national public transport importance, the necessary additional dredging works should be carried out to fully restore the design parameters of navigation channels 1 and 2 and the water area of the Varna-West port terminal. To achieve the minimum necessary parameters of the approach channels and water areas adjacent to the port terminals, ensuring safe maneuvering and berthing of the processed ships, it is necessary to additionally dredge the following volumes: For Channel 1 – 26,500 m3; For Channel 2 – 44,500 m3; For the water area of the Varna-West port terminal – 38,000 m3.

The permissible limit of over-dredging, which will be recognized when determining the actual work performed, is up to 30 cm below the design bottom level for the respective sub-object. Under-dredging is not allowed. The dredging is mainly intended for sedimentary material of fine particles without a specific grain size distribution and possibly dumped waste of varying hardness resulting from irresponsible human activity. After prior agreement with the “Basin Directorate for the Black Sea Region” – Varna, the areas for depositing the dredged earth masses are specified in the technical assignment of the contracting authority. During the execution of the contract, it is possible to discover large objects on the bottom that need to be removed. The contractor should remove obstacles on the seabed in the dredging area, under the conditions and prices for dredging works. The removal and disposal of large objects must be documented, under conditions and procedures specified in the contract for the execution of the procurement. The dredging works are carried out under conditions of continuous operation of the channels and the water area of the Varna-West port, which may create difficulties for both the Contractor and the Operator. Therefore, the implementation technology should take this feature into account in order to carry out the planned dredging within the specified timeframe. It is mandatory to obtain written agreement from the operator and the Port Captain regarding the technology and timeframes for carrying out dredging works.
