The Territorial Unit (Branch) – Lom of the State Enterprise “Port Infrastructure” announces a public procurement procedure in accordance with Art. 14, para. 4, item 1 in connection with Chapter VIII“a” of the Public Procurement Act, with the subject: “Dredging of the water area in front of “Byal Key” at Lom Port Terminal.”

Brief description:
According to the Maritime Spaces, Inland Waterways and Ports Act of the Republic of Bulgaria, the State Enterprise “Port Infrastructure” maintains the existing port water areas and ensures access to ports of national importance for public transport.
Activities for maintaining the design depths in the water areas of ports of national importance for public transport, up to the boundary of the operational water area, are essential for ensuring navigation safety.
The purpose of this procurement is to dredge the water area in front of “Byal Key” at Lom Port Terminal, so as to ensure its design depths and consequently to ensure the normal and safe berthing of vessels. Simultaneously, cargo handling operations will be facilitated, and the efficiency of the available cargo handling machinery will be increased during cargo processing at low water levels of the Danube River.
Currently, significant quantities of alluvial material, without precisely defined granulometry and composition, naturally formed as a result of riverbed processes and transshipment activities, have been deposited in the operational water area of berths I-st, II-nd, and III-rd (“Byal Key”). This complicates the actual condition of the riverbed in the terminal area, as at low water levels of the Danube River, typical during the months of July, August, September, and October, berthing at “Byal Key” and cargo handling of vessels are significantly hindered.
The estimated value of the procurement is BGN 200,000.00, excluding VAT. The deadline for the execution of the procurement cannot exceed 120 days.
The deadline for submitting offers is 5:30 PM on October 31, 2014.
The opening of the offers is public, and participants or their authorized representatives, as well as representatives of the media and other persons, may attend, subject to the established access regime to the contracting authority’s building.
The offers will be opened by a commission appointed by the contracting authority at the Territorial Unit (Branch) – Lom of the State Enterprise “Port Infrastructure”, located at: Lom, Nezavisimost Square, on November 3, 2014, at 2:00 PM.
