Angel Zaburtov: Project for Implementation of Geographic Information System in Bulgarian Ports Successfully Concluded

Angel Zaburtov, Director General of the State Enterprise ‘Port Infrastructure’ (SEPI), opened the closing event for the project ‘Design and Implementation of a Geographic Information System (GIS) for Port Infrastructure Management’.

The project has a total value of BGN 4,703,728.60 and is financed by the European Regional Development Fund through Operational Programme ‘Transport’ 2007-2013, Priority Axis 5 ‘Technical Assistance’. The beneficiary is SEPI.

During the event, the capabilities and application of the developed information system were presented, and a real-time demonstration of its operation was conducted.

The event was attended by Kamen Spasov, Deputy Minister of Transport, Information Technology and Communications; Galina Vasileva, Director of the ‘Coordination of Programmes and Projects’ Directorate at the Ministry of Transport, Information Technology and Communications; representatives of the Executive Agency ‘Electronic Communication Networks and Information Systems’ (ECNIS); the Ministry of Regional Development; and other agencies.

To experts from state and municipal institutions, concessionaires, port authorities, and journalists, access to data on port infrastructure, including areas, buildings, facilities, as well as road and rail terminals, warehouses, adjacent water areas, etc., was demonstrated via the WEB client module.

The developed and implemented geographic information system for Bulgarian ports is the first spatial model created entirely in accordance with the requirements of the INSPIRE Directive. The system has the potential for access through the National Spatial Data Portal, which is to be built and maintained by the Executive Agency ‘Electronic Communication Networks and Information Systems’ under the Minister of Transport, Information Technology and Communications, and the information will also be accessible to clients of the European Geoportal.

The system provides the capability to create and maintain a database, as well as to analyze information for ports of national significance. Conditions have been created to optimize the management of state assets in port infrastructure, as well as for more effective expenditure of funds for the maintenance and modernization of Bulgarian ports as part of the European Union’s transport network.
